Urban Renewal Consulting Research Center
Established in 2019, the Urban Renewal Consulting Research Center was founded as a professional research and consulting service institution in response to the policy direction of future community development in Zhejiang Province. It was officially renamed in 2022 and has become the company's core business segment and technology R&D platform focused on the urban renewal sector.
The center is deeply engaged in full-industry-chain services for urban renewal, undertaking three core functions: business development, technical support, and policy research for urban renewal projects. It has established a one-stop consulting service system covering the entire life cycle of urban renewal projects. Its service scope encompasses investment and financing consulting, community scenario system consulting, implementation plan management, operations management and evaluation assessment consulting, engineering design, project management, cost consulting, and engineering supervision. It can provide government platforms, state-owned enterprises, central enterprises, real estate developers, and other clients with whole-process engineering consulting solutions ranging from preliminary project planning, mid-stage construction implementation, to post-completion operations evaluation.
Rooted in Zhejiang and radiating across the Yangtze River Delta, the center has served over a hundred projects spanning urban renewal, future communities, future villages, infrastructure, commercial cultural tourism, and affordable housing. Its projects are distributed across core cities within and beyond the province, including Hangzhou, Ningbo, Wenzhou, Taizhou, Shaoxing, Jinhua, Anji, and Yixing. The cumulative total investment of projects served exceeds one hundred billion yuan. The center has delivered a large number of benchmark projects with industry influence, accumulating rich practical experience and mature technical service capabilities.
The center consistently adheres to the integrated development of "industry-academia-research-application," deeply participating in policy research, standard formulation, and academic exploration in the fields of urban renewal and future communities. It has produced a range of high-quality academic and technical achievements, continuously driving business development through technological innovation, and is committed to becoming a leading domestic professional consulting and research institution in the urban renewal sector.
Professional Monograph: In October 2021, the center compiled and published Research and Practice of Whole-Process Engineering Consulting for Future Community Projects, systematically presenting the technical system, implementation models, and typical practice cases of full-life-cycle consulting services for future communities. It distilled replicable and scalable implementation paradigms for whole-process engineering consulting, establishing itself as an important industry reference work for whole-process consulting in the domestic future community field.
Industry Standards: The center has led or participated in the formulation of multiple association standards, publishing T/EJCCCSE 171-2024 Design Standard for Low-Energy Consumption Renovation of Public Buildings and T/CATEC 062-2025 Design Standard for Low-Energy Renovation of Existing Civil Buildings, providing standardized technical guidance for low-carbon renovation of buildings in urban renewal.
Research Projects: The center has undertaken one provincial-level research project, Comprehensive Consulting for Investment Decision-Making in Future Communities, and two municipal-level research projects in Hangzhou, Research on Historical and Cultural Preservation and Adaptive Reuse in Future Community Development and Research on the Dilemmas and Countermeasures of Renovating Old Residential Areas in Urban Core Zones. The research directions closely align with key urban renewal issues such as investment decision-making for future communities, revitalization of historical heritage, and pain points in old residential area renovation. The research findings provide strong technical support and decision-making basis for local authorities in policy formulation and project planning.
Academic Papers: The center continuously conducts industry theoretical summarization and academic output, having published one paper in core journals and over ten papers in national-level journals. The research scope covers urban renewal implementation pathways, future community development, whole-process engineering consulting management, engineering supervision, and project control, forming a relatively complete body of theoretical research achievements that facilitates industry technical experience summarization and dissemination.
Broad Project Coverage: The center has served over a hundred urban renewal-related projects, covering all categories of urban renewal business types, including future communities, future villages, affordable rental housing, urban infrastructure, commercial real estate, and industrial heritage renovation, achieving full business-type coverage in the urban renewal sector.
Full-Chain Service Capability: The center can provide one-stop full-life-cycle services for projects, from preliminary investment and financing consulting and planning, to mid-stage engineering design, project management, cost consulting, and engineering supervision, and further to post-completion operations management and evaluation assessment. It is one of the few domestic professional institutions with full-chain service capability in urban renewal.
Strong Regional Influence: With projects distributed across the Yangtze River Delta and Pearl River Delta surrounding regions, the center has deeply participated in the implementation of key projects under Zhejiang Province's future community development and urban renewal initiatives. It has established strong brand influence and market reputation within Zhejiang Province, with business radiating across the core areas of the Yangtze River Delta.
